Donghae City Briefing Materials

The audience is not a client, an operator or a committee. It is the people who live there, and they have already said no.
Defence companies wanted to build a research institute for advanced unmanned systems on the coast at Donghae. Residents opposed it. The city's mayor commissioned the materials that would be used to talk to them.
Persuading is a different brief from explaining. A briefing can usually assume the room wants the project to work; this one could assume nothing of the sort, so what had to be settled first was the order — which objection gets answered before anything about the facility is described at all.
