SUPERVISION
OBSERVED
ENGAGED
AUTHORITY WITHOUT SITUATION
Being reachable everywhere is not the same as being anywhere useful.
01 DEFINITION
Condition in which the person holding the authority to decide can be reached wherever they are, so the decision becomes available in places that carry none of the surroundings it depends on, and reaching them is far easier to build than delivering what they would need.
02 CONDITIONS
UNCERTAINTY
MISSING
What the decider cannot see is not itself indicated to them.
TIME PRESSURE
HIGH
The request arrives because it is urgent; that is why it was escalated at all.
ERROR ASYMMETRY
ASYMMETRIC
Deciding on too little and declining to decide fall on different people at different times.
OPERATOR STATE
SUPERVISORY
The decider is outside the operation and holds the authority over it.
03 WHERE IT APPEARS
MEDICALThe clinician on call holds the decision and is not in the room, and what reaches them is shaped by what fits in a message.
ENERGYEscalation reaches someone away from the control room who can authorise what the room cannot.
TELECOMAn incident is escalated to a person whose authority is complete and whose view of the incident is a paragraph.
FINANCEA limit breach reaches someone empowered to approve it wherever they happen to be.
PUBLIC SERVICEAuthority to commit resources sits with people who are reachable at all hours and briefed in seconds.
DEFENSEThe decision can be exercised away from any post, and the surroundings it depends on do not travel with it.
04 WHAT AEON WORKED THROUGH HERE
The point was that the decision could be made from anywhere, and anywhere turned out to include places with nothing else about the situation in them. What travelled easily was the request; what did not was everything that made the request answerable. The work went into what has to arrive with it, and into what the surface should decline to accept until more has.
What stays unresolved is what a summary owes someone who has the authority and not the situation — enough to decide is more than can be read at a glance, and a glance is the form in which it will arrive.
