WORKLOAD
OBSERVED
ENGAGED
CAUSE REMOVES THE CAPACITY
The event that made the work necessary is the event that made it hard to do.
01 DEFINITION

02 CONDITIONS
UNCERTAINTY
MISSING
How much the person can take on is not known to the surface, and often not to them.
TIME PRESSURE
MODERATE
Parts of the work carry deadlines that do not move for the circumstance that created them.
ERROR ASYMMETRY
ASYMMETRIC
Taking too much over and leaving too much undone fail in ways nobody balances.
OPERATOR STATE
DEDICATED
The person is at this task and is not the person the task was designed for.
03 WHERE IT APPEARS
MEDICALA diagnosis creates a body of decisions and simultaneously reduces what the person can bring to them.
PUBLIC SERVICEThe circumstance that qualifies someone for support is the circumstance that makes applying hardest.
FINANCEA loss event generates paperwork for exactly the people the event has just disrupted.
CONSTRUCTIONAn incident produces reporting obligations for the crew the incident has just shaken.
ENERGYAn outage creates the reporting load and removes the staff availability to meet it.
LOGISTICSA disruption generates the exception handling and takes away the people who would handle it.
04 WHAT AEON WORKED THROUGH HERE
The people who had to work through the list were the people least able to, and for the same reason the list existed. Ordinary sequencing — most important first — put the hardest items in front of them at the worst moment. The work went into which parts can wait without cost and which cannot, so that what was unavoidable was small and the rest was still there whenever they came back to it.
The question it keeps returning to is how much a surface may take over — doing it for them removes the decisions that were theirs to make, and leaving it with them assumes a person the circumstance has already changed.
