PS-COO-145 · r3 COORDINATION INFERRED OBSERVED

CROSS-DOMAIN VOCABULARY GAP

The same word, meant differently by each side, and neither notices.

01   DEFINITION

Condition in which parties from different specialities coordinate through terms each reads inside their own practice, so agreement is reached on a word rather than on a thing and the difference appears only in what gets done.

02   CONDITIONS

UNCERTAINTY CONFLICTING Both sides hold a meaning for the word and neither holds the other's.
TIME PRESSURE MODERATE There is time to talk and no occasion to ask what the word covers.
ERROR ASYMMETRY DEFERRED The gap costs nothing during the agreement and everything during the doing.
OPERATOR STATE CONCURRENT Each side is doing its own work and meets the other only through the words.

03   WHERE IT APPEARS

MEDICALClinical and engineering staff use the same word for different things and agree on it.
CONSTRUCTIONDesign and site use one term for two stages and neither asks which is meant.
ENERGYOperations and protection use a shared word with different boundaries.
FINANCERisk and trading use one term whose scope differs by desk.
PUBLIC SERVICETwo departments coordinate on a category each defines within its own statute.
AI EXP.Product and research use the same word for different properties of the same system.

04   WHERE THIS IS SURFACING

This surfaces wherever specialities must act together and each has a working vocabulary. The words overlap enough that nobody asks, which is what lets the difference survive the conversation.

The question it keeps returning to is where the translation belongs — settling terms in advance produces a glossary nobody opens, and settling them as they arise means finding the gap by falling into it.
