This surfaces wherever the prepared set is finite and the situations are not. Interfaces are built around the prepared set, so the unprepared case is met on a screen still describing something else.
What stays unresolved is what a surface offers when it has nothing to offer — presenting the nearest procedure invites people to follow one that does not fit, and presenting nothing removes the only structure available at the worst moment.
