NEGOTIATION UNDER LATENCY

By the time both sides agree, it is an agreement about something earlier.

01   DEFINITION

Condition in which reaching agreement between two parties takes longer than the situation stays as it was when the exchange began, so what gets settled is settled about a state that has already been left behind.

02   CONDITIONS

UNCERTAINTY UNRECORDED How much the situation has moved since the exchange began is not held anywhere.
TIME PRESSURE MODERATE The delay is the condition; without it the exchange would be ordinary.
ERROR ASYMMETRY ASYMMETRIC Deciding alone and waiting for agreement fail in ways that are answered for differently.
OPERATOR STATE DEDICATED The person is in the exchange and cannot do the thing until it concludes.

03   WHERE IT APPEARS

MEDICALA referral decision is reached across an exchange longer than the interval in which the patient's state holds.
LOGISTICSA re-routing is agreed between parties over a period in which the vehicle has already passed the decision point.
ENERGYA switching action is confirmed between control points across a delay the network does not observe.
CONSTRUCTIONAn instruction is queried and answered across a span in which the work has moved on.
FINANCEAn approval is sought and granted over an interval in which the position it concerns has changed.
PUBLIC SERVICEA decision requiring two bodies to concur is reached after the circumstances that prompted it have altered.

04   WHAT AEON WORKED THROUGH HERE

Every exchange took long enough that the thing it was about had moved on, and neither side could tell whether they were disagreeing or merely out of step. The work went into which decisions travel and which are settled where they arise, so that what crossed the gap was what could survive it rather than whatever happened to be asked.

The question it keeps returning to is what may be decided without asking — every question that has to travel makes its answer older, and the decisions cheap enough to make alone are rarely the ones anyone wanted made alone.
