PS-PRI-035 · r4 PRIORITIZATION INFERRED OBSERVED

PRIORITY INVERSION

The small thing in front is holding the large thing behind.

01   DEFINITION

Condition in which an item of little consequence occupies what a consequential one needs, so the order of importance and the order of what can proceed come apart.

02   CONDITIONS

UNCERTAINTY MISSING What is behind the blocking item is not visible from where the ordering is done.
TIME PRESSURE MODERATE The blocked item waits while nothing about the queue looks wrong.
ERROR ASYMMETRY ASYMMETRIC Jumping the queue and honouring it cost different things to different people.
OPERATOR STATE SUPERVISORY The person ordering is not the person doing either item.

03   WHERE IT APPEARS

MEDICALA minor procedure occupies the room a serious one is waiting for.
LOGISTICSA low-value consignment holds the dock a high-value one needs.
MANUFACTURINGA short job holds the machine the long critical one is queued behind.
PUBLIC SERVICEA routine case holds the reviewer an urgent one is waiting on.
ENERGYA minor work order holds an outage window a major one needs.
AI EXP.A trivial request occupies capacity a consequential one is queued behind.

04   WHERE THIS IS SURFACING

This surfaces wherever work is ordered and resources are shared. The ordering ranks the items, and the blocking happens between them.

What stays unresolved is how a queue shows what is behind it — displaying the blocked thing invites people to jump it and lose the reason for the queue, and showing only the queue leaves the blocking invisible.
