STATUS READ FROM SILENCE
Silence is not evidence, and it is the only signal there is.
01 DEFINITION
Condition in which a state has to be settled from the absence of a response, so the only available evidence is that nothing arrived, and the two readings of that — it has happened, it has not — carry consequences that cannot both be guarded against.

04 WHAT AEON WORKED THROUGH HERE
Nothing would ever confirm the state directly; the system would only ever observe that no one answered. Acting on that too readily released what should have stayed shut, and refusing to act meant the whole arrangement never did the one thing it existed for. The work went into what accumulates during the silence — who is asked, who else must agree, what the person can still do to stop it — so that the decision was assembled from several partial signals rather than taken from the absence of one.
The question it keeps returning to is how long silence is allowed to mean nothing — a period short enough to act on catches people who were merely away, and one long enough to be safe is a period during which the thing it was built for goes unhandled.
