04 WHAT AEON WORKED THROUGH HERE
Rules that had been carried in people's heads were moved into the form, which meant they were never broken and never learned. The form would not release a document without the right approvals, and nobody could say why those approvals were the right ones. The work went into where a rule states itself — at the moment it binds rather than in a guide nobody opens — so that being stopped taught something instead of only stopping.
What stays unresolved is what a surface owes about the rules it keeps — stating them at every step becomes a step everyone learns to pass through, and keeping them silently produces people who are compliant and uninformed in the same act.
